Also, Springfield animal control can issue reckless owner or restricted dog orders. Reckless owners are those that display at least three instances of failure to comply with city ordinances. At this point, they are prohibited from pet ownership for 24 months. Dogs can be given a restricted dog order when they display consistently aggressive behavior.

If a dog remains under this order for 24 months without incident, the order will be lifted. If not, animal control is required to take action. If you are attacked by a dog that is under this order, or if the owner is considered a reckless owner, this may also bolster your case.
